According to official rules, a visa is required to enter Libya.

Type of Visas:
Visa on arrival:
Just e-mail us a scanned copy of your passport at least 2 weeks before arrival.
We send you an email back with your visa. Take the visa with you to Libya.
Valid for either one, three or six months.
Business visas:
We send an official invitation letter to the consular section of your local Libyan embassy.
Note: first contact your local Libyan embassy for additional cost, pick up times etc
Valid for either one, three or six months.
(please note: there must be paid a fee on arrival of approximately 100LD for the visa stamp)
Tourism visas (upon arrival):

We send you an email back with your visa. Take the visa with you to Libya.
Valid for 30 days, beginning from the day of issue. It can be renewed if you want to stay longer.
Visa requirements:
*Make sure your passport(s) does not have an Israeli stamp (or visa)
*Must be valid for at least six months when you leave the country.
*Contains at least two blank pages.
